I would like to say definitely. Because SEO is mainly effected to increase google page ranking but only SEO is main reason that is not true but some related site developments rules as per google guide also you should follow.

Yes, obviously Google page rank affect seo..every seo try to increase PR.. So Good Page Ranking is most important for a seo..

PR is important for trading links with those who still believe it is an important measurement of how good a site is. So in a way, it does effect your ranking because it will determine how many people will swap links with you.
